Marble Park Master Plan Project FAQs

A brief history of Arthur Marble Park: Arthur Marble Park opened in 1968 with a manmade lake, hardball diamond, softball diamond, and playground equipment. Today the 43.5-acre park is home to a 4-acre beach, four ball fields, a basketball court, volleyball courts, an archery range, pickleball courts, the Historical Society complex, two shelters, a dog park, and youth playground equipment.

Why is there a need to redesign Arthur Marble Park? Throughout the 56 years of the park’s existence, many of its assets have not been maintained adequately due to funding issues. Many residents of the Village of Winneconne have voiced concern over the lack of facilities available as well as the condition of existing facilities and equipment for their families to use in the Village of Winneconne. Arthur Marble Park is located at a gateway entrance to the Village of Winneconne, making it increasingly important to be visually representative of the opportunity and beauty Winneconne offers.

What is a master plan?  A master plan is a long-term planning and comprehensive document that provides a conceptual layout of what the park will look like to guide future growth. It includes assessments, community engagement information, resources, data collection, an implementation plan, and cost estimates. The output of the master plan is park upgrades in multiple phases. Arthur Marble Park is used by a variety of people – both community members and visitors. This plan will take into consideration all of the various uses Marble Park can offer – from swimming to recreational sports to shelter needs. In addition to public input, there will be a subcommittee of various stakeholders who are requesting redesigned space within the park.

Who is funding the Marble Park Master Plan? As part of the American Rescue Plan Act (ARPA), the Village of Winneconne was awarded funds from Winnebago County to upgrade Lake Winneconne Park as well as funds to conduct the Marble Park Master Plan. Thanks to these APRA funds, there have not been any Village of Winneconne taxpayer dollars used to create this master plan.

Who is paying for the Marble Park upgrades? Funding for any park improvements is a public-private partnership with significant funds coming from private citizens and businesses in the community. WACF will spearhead the fundraising efforts to help bring the master plan to reality.

What’s a public-private partnership? Public-private partnerships are collaborations between a private sector company or individuals and a government agency. These partnerships combine private sector capital with public sector assets. In this specific case, the Winneconne Area Community Foundation is assisting by spearheading donation requests from private sector capital (individual donations) while working with a government agency (the Village of Winneconne) who owns Arthur Marble Park.

Who is the Rettler Corporation? Rettler Corporation is a landscape design and architectural firm based in Stevens Point. They were awarded the contract to help design the master plan for Marble Park.
